Dismissal of charges against a former Wells pastor comes as a shock to ex-neighbors and parishioners
Peter Leon, 72, was charged in 2017 for allegedly exploiting a 66-year-old woman he met volunteering as a pastor for a nursing home. But prosecutors said earlier this month that all the charges would be dropped.
