I felt bad when I read about the folks in Libbytown and the rats.
It seems like no one is willing to help. Typical big city politics of passing the buck.
Sometimes when help is scarce, one has to use their own Yankee ingenuity to solve the problem. My answer to the neighbors is to get a few more cats for pets.
Too bad you have to fix it yourself, but that would solve the problem in short order.
