THE VILLAGES, Fla. – Richard “Dick” S. Libby, 79, left this world peacefully on Tuesday, April 25, 2023 at his home in The Villages, Fla. He served in the Portland Fire Department in 1968 and retired in 1998 after 30 years of public service.
