Is Maine’s public health infrastructure getting any pandemic funding?

I’ve been reading articles summarizing all the places the $1 billion that Maine is getting in pandemic relief will be spent. I’ve yet to see a penny designated for a better public health infrastructure to deal with future pandemic health care problems or for a much-needed review of Maine’s response to COVID-19. Though Maine has had many successes in dealing with COVID-19, there were and still are major gaps in the state’s public health system that require attention. Any pandemic relief money designated for this?

I posed this question to Gov. Mills but received no reply. So, maybe someone in the know can give an answer.
