Dale was bom on July 3,1951, in Bath, Maine, the sixth son of Charles F. Wallace I and Ann-Elizabeth Colby. He grew up in Brunswick, served in the Marine Corps from 1968-1970 then returned to Brunswick. He married Lou Ann Thibodeau in 1974 and together they raised three children.
