Westbrook Police Chief Bill Baker, right, and Russian Police Major Dima Levitsky, who Baker has worked with all over the world, ride a raft over Sacarrappa Falls Tuesday. According to Baker, Sappi Fine Paper condemned a foot and vehicle bridge that provides access to an island in the river. That island is the access point to the first spillway and the waterfall and the only place from which to make rescues. As a result, police and the fire department have worked with Baker to identify a new way to the island. Baker and Levitsky, who is here visiting, entered the river from the skating rink on Lincoln Street and paddled to the island. While there, they cut brush to gain access to the island, the first spillway behind the mill and to the falls. Now, if a swimmer or kayaker ever gets trapped behind the mill, the police and fire departments would have a way to access and rescue them. Baker last hit the falls in a raft in November 2007 for a fundraiser to benefit the Mission Possible Teen Center.
