Having read the following subheadline on the lead story on the front page of the May 5 Portland Press Herald – “After the Press Herald obtained confidential records showing CMP knew its system was flawed, Barry Hobbins urges a state panel to expand its investigation so the state could punish CMP if it found the utility broke the law” – I am wondering if the Press Herald “broke the law” by using “confidential records.” How did the Press Herald obtain “confidential records”?

I always supposed the Portland Press Herald’s job is to report the news. Has it a new job now – private investigator?
