The purpose of this communication is to create and promote public discourse regarding what should be done with the parcel of land at the southeast end of Factory Island recently referred to commercially as “The Waters.”
There are two points of view that have been circulating among residents regarding what should be done with this parcel which is going up for public auction on March 15.
One position is that the parcel could be developed and turned into a revenue generating asset for the city of Saco. This option is worthy of consideration. Saco’s governance and management employees work diligently planning for the city’s future as does the city council and Mayor. Their efforts are commendable and appreciated.
A second position is that this parcel could be purchased, developed and maintained by the city as a public park. This option will make our community a more attractive place to live and work for generations to come. The park would serve as a community center piece attracting businesses to the downtown, hosting concerts, festivals, or just as a pleasant spot to sit and read or play with your grandchildren while viewing the spectacular river views and the outdoors. A park like this will never lose its social value and will be a true asset to Saco forever.
Over the years many individuals and organizations have brought the Saco River Estuary back from the brink. Back in the day, poisoned fish swam in circles on their sides. Now, eagles soar and sturgeons jump. Think of how commercializing this land with high end condos, hotels, boating facilities, etc. will affect the estuary and the environment in general. Also consider the effect on the already overly congested traffic situation in that area. The argument that developing this area will keep our property taxes down seems not credible. The history over the years, no matter how much development is accomplished, has shown that property taxes in Saco continue to climb.
What to do? I’d like the citizens of Saco to see the finance model showing exactly what we can reasonably expect the cost to the city will be and what gain is expected from commercializing this area. At the same time, I’d like the citizens to see what the cost of purchasing, developing and maintaining a park in this area would be.
I’m asking all concerned citizens to reach out to their councilors. Ask them to hold public hearings! Let’s hear the case… let’s learn the facts…. on both sides of this important issue.
