2/28 at 7:37 p.m. Michael Schwartz, 38, of Outer Congress Street, Portland, was arrested by Sgt. Antonio Ridge on Commercial Street in Portland, and charged with burglary, theft, and theft by receiving stolen property, and placed on a probation hold.
