Portland police identified the 58-year-old pedestrian killed on outer Congress Street early Saturday as Robert Belanger, who died after he was struck by a city-owned dump truck.
Belanger, a transient, was walking on Congress Street at 3:46 a.m. when he was struck by a white, 2005 Sterling dump truck owned by the city and driven by Donald Penney, 49, a city employee.
Penney has been on paid leave because of the traumatic circumstances. Police continue to investigate the cause of the crash.
Belanger was struck in the vicinity of 2282 Congress St., near the intersection of Blueberry Lane and close to the Irving gas station and the Rusty Lantern convenience store.
Police are asking anyone who may have witnessed the accident to call them at 874-8532 or 874-8575.
