The Scarborough Town Council gave initial approval Wednesday night to a zoning change that would allow Risbara Properties to build a 72-unit, market-rate apartment complex off Mussey Road.
The council voted 6-0 in favor of Risbara’s request to change the zoning from business and village residential to town and village center, which would allow construction of multifamily housing at 79 Mussey Road. The Planning Board will hold a public hearing and take an advisory vote on the proposal on Nov. 7 and the council is set for a final vote on Nov. 16, said Town Manager Tom Hall.
The 11-acre property is located in a mostly wooded area between Gorham Road (Route 114) and the South Portland line, where Mussey Road becomes outer Broadway. It’s also across from Gallery Boulevard, which leads to a shopping center that includes Lowe’s and Wal-Mart.
Risbara, a Scarborough company, would construct six buildings containing 12 units each; half would be one-bedroom units and cost $1,200 per month, including heat and water, and the other half would be two-bedroom units and cost $1,400 per month.
Large sections of the lot would remain wooded and undeveloped because the property includes several acres of wetlands.
