After a controversial start, a proposal to build a 15-unit condominium development at 590 Highland Ave., across from the high school in South Portland, is set for final approval before the city’s Planning Board.

The board was scheduled to meet on Tuesday, after the Current’s print deadline, but planning staff is recommending approval of the project, which has been discussed in one form or another for nearly a year.

Under the $2.5 million project, local developer Dan White plans to build 14, new two-story, three-bedroom units in a cluster of five duplex buildings. The existing single-family home would remain, but become part of the condo association, according to the application filed with the planning office.

Each dwelling unit would have a garage large enough to park one vehicle and a second parking space would be provided in the driveway in front of each unit.

As part of the project, the city purchased a 9.2 acre area, which will be known as Dow’s Woods Nature Preserve and will be managed and maintained by the South Portland Land Trust.

A new access road, Dow Road, would lead into the development and four public parking spaces would be installed at the end of the driveway to access the conservation area.
