Kudos to the Biddeford City Council for demonstrating/exercising sound management practice. Leaders change things to make thing better, and that’s what you did. A charter review is not easy, but it is necessary. Five year intervals is a very good standard. However, it could also be on an “as needed basis,” but that is not easily explained/defined.

In November 2015, voters will be asked “if we would like to establish a Charter Review Commission.” Council President John McCurry favors adding the names of the candidates who would like to seek the nomination and serve in this capacity, which I fully support. Additionally, it would be very helpful if we knew the council’s expectations. For example, councilors could collectively prioritize their top three issues, but ultimately, voters will decide, in November.

We can achieve the same level of success with our “Charter Review” as the Solid Waste Management Commission did (under the strong guidance/leadership of the DPW Director) managing our solid waste. The program succeeded because everyone got involved.

My suggestion/recommendation reference the Charter Review Commission Ballot question is as follows:

Ӣ If voters would like to establish a Charter Review Commission?

Ӣ Show the candidates that are seeking the position (by ward).

”¢ Priority of the City Council’s top three (3) issues.

Remember, well informed voters will make intelligent decisions.
