A recent concern voiced by the Saco Citizens for Sensible Government during the public comment section at the May 4 Saco City Council meeting involves the city administrator’s contract and reemployment. While seemingly resolved as he is resigning, questions still remain. Two months ago, the administrator was directed by the council to gather the legal opinions of the two attorneys one of whom is the city solicitor and represented the city administrator and the other our mayor of Saco. All relevant material was to be forwarded to the Maine Municipal Association for interpretation and legal opinion after review by the mayor and council.  

When a taxpayer asked for the status of the opinion at the same meeting, he was told that the information was still being gathered. This is totally absurd. Why does it appear the public is being stonewalled on this matter? How long does it take to copy two legal opinions and council minutes and give to the council and mayor for review? Certainly, not over two months’ time is warranted.

This is not a matter to be taken lightly. If the charter has been violated and Maine statutes violated, what standing did the resigning city administrator have? How do we ensure the next city administrator is not brought to the city under the same pretense? How do we ensure contracts are valid? Are representations and certifications of the city valid? Are we taxpayers liable for lack of oversight by our public officials? The matter has to be more closely scrutinized and resolved.
