SCARBOROUGH – A Saco man has been arrested in relation to an incident in July when customers at Walmart reported a man using a camera on his shoe to capture images under women’s dresses.

William Tibbals, 31, was arrested Friday on a warrant charging him with one felony count of visual sexual aggression against a child under 12 years old and multiple counts of violation of privacy, according to Scarborough police.

Tibbals was transported to Cumberland County Jail for processing and at this time no bail information is available.

Police said the arrest comes as a result of a lengthy investigation by Scarborough detectives and included assistance from the Saco Police Department’s Computer Forensics Unit as well as the Maine State Police Computer Crimes Unit out of Lewiston.
