JAY — A 10-hour standoff at a Jay paper mill ended peacefully after an armed former worker who had been holding a manager hostage surrendered to police.

 

 

State police say 49-year-old Frank Smith of Norridgewock gave himself up at about 6:30 p.m. on Wednesday.

He was charged with kidnapping and causing a police standoff and was taken to the Franklin County jail.

Police say Smith was armed with a shotgun when he went to the Verso Paper Androscoggin Mill’s administration building at about 8:30 a.m. Wednesday. He kept the mill’s manager hostage for more than six hours before releasing him at about 3:30 p.m.

Schools were placed in lockdown Wednesday morning and students later were dismissed for the day early.
