The Historic District Commission will hold a meeting at 6 p.m. today to discuss proposed language to replace the town’s existing Historic Overlay District provisions.
The HDC plans to compile feedback from today’s meeting and make necessary edits before providing a draft of the proposed amendments based upon the feedback for January and February, according to Rod Melanson, the town’s assistant planner. The meeting will follow the same format as a public meeting held in November on possible changes to the Historic Overlay District.
Melanson said the proposed amendments the commission has discussed derive from recommendations in the comprehensive plan. The changes seek to clear up the boundaries of the overlay districts in part by merging them into one overlay district.
There are currently five different overlay districts with the same requirements, including the R- 1 zone and part of the Lower Village zones. Melanson said no additional buildings or parcels are proposed to be added to the overlay district.
The purpose of the overlay district is to maintain the overall visual character of the district. A project on a building that can’t be seen from the street doesn’t require HDC review, Melanson said.
The proposed 2011-12 Historic District Overlay amendments list of contributing and non-contributing buildings, the architectural survey and other information can be found on the town’s website, www.topshammaine.com.
