RICHARD OTIS ”˜DICKY’ DOW of East Waterboro died March 23 in East Waterboro. A celebration of his life will be held Friday, April 1 at 2 p.m. at Wells Branch Baptist Church, where he had been a member since 1979, with a small reception immediately following.
