On Tuesday, the Gorham Town Council was to consider splitting a proposed charter change to increase a spending cap into two questions for voters in a November referendum. The council action came after the American Journal’s deadline.
If the council approves splitting the referendum into two questions, one would ask voters to increase the amount the Town Council could spend for capital improvements from $250,000 to $350,000. Another separate question would ask that the council be authorized to spend up to $500,000 for roads.
Town Manager David Cole said the present $250,000 limit allowed by the charter without voter approval was set in 1992.
The Town Council was also to consider approving money to develop a limited community recreation master plan.
Cole said the proposal was aimed at establishing the best use of the town’s recreational resources, including school fields. Development of the plan would require an appropriation of $14,500.
A presentation by Neal Allen and Windham Town Manager Tony Plante about the Greater Portland Council of Governments scheduled for last night has been rescheduled for the council’s March meeting.
