Conditions of approval for Sebago Heights subdivision (summarized)

Traffic

a. Town of Windham and the applicant shall monitor the intersection of Route 302 and Colonial Park Drive with regard to accidents at this intersection. If three or more accidents involving right-turn movements onto Colonial Park Drive occur during the period of ten years, then the Town will ask the Maine Department of Transportation (MDOT) to reassess the need for a right-turn lane onto Colonial Park Drive.

b. The intersection of Colonial Park and Pipeline shall be changed to all-way stop to address the sight distance deficiency, an advance “stop ahead” sign be provided on the southbound Pipeline Road approach.

c. Sight distance to the right from Plummer Road at the intersection of Colonial Park shall be improved to a minimum of 250 feet of sight by brush clearing/trimming and possible regrading.

d. A centerline striping shall be provided along Colonial Park Drive, Plummer Road and Pipeline Road to better define the travel lanes.

e. A “Dead End” sign shall be provided on Pipeline Road just south of the new Sebago Heights subdivision access road.

Pending construction

a. The applicant cannot offer any lots for sale that are at or above elevation 408 until the applicant returns to the Planning Board with the approval, location and design of a water pressure booster system.

b. The reclamation of the gravel pit shall be completed as part of the phase I and before any lots in phase I are sold.

c. The water line extension from Route 302 to the subdivision shall be constructed as part of the phase I portion of the development.

Other

a. All third-party review fees shall be paid by the applicants.

b. Applicant shall submit a revised Community Facilities Impact Analysis within thirty (30) days after the Town Planning Staff informs the Applicant that new data for this analysis is available.
