Two Pine Point residents have asked the Scarborough Town Council to discontinue a portion of a road in Pine Point, in exchange for an easement allowing public access to the water.
The council will hold a public hearing on the matter on Wednesday, Sept. 21, at 7:30 p.m. at Town Hall.
The request comes from Avenue 5 residents Fred and Kathleen Bayley, who are asking the town to discontinue the end portion of the road, which is approximately 40 feet wide and 80 feet long.
The Bayleys and neighbor Harold Kerr would each get half of the property. In exchange they would grant the town a 30-foot wide easement to allow access to the water.
Currently the town does not maintain that portion of the road. Council Chairman Jeffrey Messer questioned whether the town should be assisting the improvement of private property by giving them town property.
“I worry about setting precedent,” said Town Council Chairman Jeffrey Messer.
In other business, the council approved the construction of a 100-foot flagpole antenna at Springbrook Park by U.S. Cellular.
The antenna will assist the fire and police departments with radio communications in the Fuller’s Hill area and Broad Turn Road area, where at times communication has been difficult. The departments have conducted tests in the area using a 100-foot antenna and reported improved reception.
U.S. Cellular has built two flagpole antennas at Pleasant Hill and Black Point fire stations, which have improved communication in the Higgins Beach and Prouts Neck areas and, according to Town Manager Ron Owens, have been well received by neighbors.
Owens said there was some initial concern regarding the proposal, but no major objections. A flag will be set on the pole during special occasions. There will not be any lights surrounding the pole, he said.
