Scarborough Town Manager Ronald Owens receives a $3,891 check in lieu of taxes from Ward Feurt of the Rachel Carson National Wildlife Refuge. Feurt said the refuge makes payments to communities in which it has preserved land, as an offset to the property taxes the refuge does not pay each year.
