Jay D. Milligan of Windham has been promoted to an assistant vice president in the Human Resources Department at TD Banknorth Inc. in Portland. He will continue to be responsible for compliance reporting as well as work on mergers and acquisitions.

Milligan joined TD Banknorth in 1988 and has 20 years in banking.

Milligan also volunteers as a board member for both the Animal Refuge League and the Center for Financial Training. Originally from Rumford, he is a 1979 graduate of what is now Mountain Valley High School.
